STANDARD OPERATING PROCEDURES
FOR EMERGENCY OPERATIONS WITHIN THE VILLAGE OF POINT VENTURE (September 2006) I. INTRODUCTION1.
Purpose
The purpose of this document is to provide for effective operating procedures within the Village of Point Venture in the event of an emergency or disaster. If a conflict arises between the Village of Point Venture’s policies and procedures and this document during a declared disaster, this document will control. 8. Vulnerables Because of its geographic location and topography, the Village of Point Venture is vulnerable and must prepare to respond to the following types of disasters and emergencies: A. Natural Disasters 1. Thunderstorms 2. Severe ice storms with hazardous roadway icing conditions 3. Tornados 4. Effects of hurricanes 5. Windstorms 6. Wild land fires 7. Drought 8. Ice and snow 9. Flash flooding B. Technological Disasters 1. Fires 2. Hazardous material spills 3. Explosion/structural collapse 4. Utility interruptions/outages 5. Major transportation accidents II. CONCEPT OF OPERATIONS1. General The Mayor, as the Emergency Management Director for the Village of Point Venture, is responsible for developing and maintaining a coordinated and effective emergency response system. Depending on the nature of the disaster or emergency, the Mayor may seek assistance and resources from the Point Venture Property Owner’s Association, the Point Venture Townhouse Property Owner’s Association, the WCID, and community volunteers. In the event that local resources are exhausted or overwhelmed, appropriate mutual aid agreement will be activated to provide additional resources. In an emergency or disaster, the Mayor may ask Travis County’s Office of Emergency Management to activate the Emergency Management Plan as part of the inter-jurisdictional plan of which Point Venture is a participant. 2.
Point Venture Emergency
Operations Group
In order to provide for continuity during major emergency periods, the Village of Point Venture will activate an Emergency Operations Group staffed by designated individuals, including the Mayor. The Mayor will be in command of the Emergency Operations Group and will direct all operations within the Village prior to, during, and after the emergency condition. The Mayor will activate the Emergency Operations Group upon determining that a situation exists requiring partial or full mobilization of emergency resources. Should the Travis County Emergency Management Plan be activated, Point Venture’s Emergency Operations Group will serve in a supporting role. 3. Emergency Operations Center Point Venture’s Emergency Operations Center (EOC) will be located at 555 Venture Blvd South. The telephone number for the EOC is 512-267-1128. The EOC may use the Property Owner’s Association Offices (primary), Townhouse Property Owner’s Offices, Clubhouse, Board and Council Meeting Room, Village Offices, and any other space in this complex of buildings as required. Should the primary EOC be unavailable or unusable, a secondary EOC will be located at WCID offices, 19053 Venture Blvd., 512-267-1641. III.
ASSIGNMENT OF RESPONSIBILITIES AND FUNCTIONS 1. The Mayor, or next official in line of succession, is primarily responsible for: a. Directing the overall preparedness program for the Village of Point Venture and supporting that effort in terms of budget and organizational requirements. b. Making and implementing policy decisions regarding emergency operations. c. With legal assistance, declaring a local state of disaster and/or requesting that the Governor declare a state of emergency, and requesting disaster assistance, when necessary. d. Invoking the emergency powers of local government, when necessary. e. Keeping the public informed of the situation with the assistance of a Public Information Officer (designated by the Mayor). f. Requesting outside assistance when necessary, by asking that Travis County’s Office of Emergency Management activate the Emergency Management Plan as part of the inter-jurisdictional plan of which Point Venture is a participant. Other mutual aid agreements may also be activated, as the need requires. g. Directing activation of the EOC and the emergency operations plan of the Village, if required. h. Assuring that the Village develops, maintains, and exercises appropriate Standard Operating Procedures (SOP) in support of emergency operations and the National Incident Management System (NIMS). i. Monitoring the emergency response during disaster situations and providing direction when appropriate. 2. The Emergency Management Coordinator (or next person in line of succession) is responsible for: a. Serving as staff advisor to the Mayor on emergency matters. b. Coordinating the planning and preparedness activities of the Village of Point Venture, including periodic updating of the SOP. c. Analyzing the emergency skills needed by employees and volunteers and arranging for training to enhance those skills. d. Preparing and maintaining a resource inventory. e. Ensuring the operational capability of the primary and secondary EOCs. f. At the Mayor’s direction, activating and managing the EOC. g. Keeping the governing body apprised of Point Venture’s preparedness status and anticipated needs. h. Serving as day-to-day liaison between Point Venture, Travis County, Emergency Services District #1, and State of Texas emergency management organizations. i. Maintaining liaison with organized emergency volunteer groups and businesses. 3. Common Responsibilities The Village of Point Venture will: a. Provide personnel, equipment, and supplies to support operations, upon request. b. Report information regarding emergency situations and damage to facilities and equipment to the Incident Commander and/or EOC. c. Comply with and implement all aspects of the Incident Command System (ICS) and the National Incident Management System (NIMS). d. Develop and maintain SOPs for emergency tasks. e. The Village will staff the local EOC and conduct emergency operations unless responsibility for operating the EOC and conducting such emergency operations has been transferred to Travis County through the established Mutual Aid Agreement. III. EMERGENCY SERVICES RESPONSIBILITIES1. Through the provisions of the Incident Command System (ICS), an Incident Commander will be selected and assigned responsibilities as outlined in the Travis County Emergency Management Plan. These responsibilities generally include managing emergency response resources and operations at the incident site command post, and determining and implementing protective actions for response personnel and the public at the incident site. 2. If law enforcement services are required as a result of the disaster or emergency, they will be provided by the Sheriff as a result of the contract between the Village of Point Venture and the Travis County Sheriff’s Office. The Sheriff will be responsible for actions as outlined in the Travis County Emergency Management Plan. These actions generally include warning, communications, evacuation, law enforcement, and terrorist incident response.
3. If fire services are required as a result of the disaster or emergency, they will be provided by Emergency Services District #1. The Chief will be responsible for actions as outlined in the Travis County Emergency Management Plan. These actions generally include communications, radiological protection, firefighting, hazardous materials & oil spills, and search and rescue. 4. If Health and Medical Services are required as a result of the disaster or emergency, they will be provided by the Travis County Health Department, Austin/Travis County Emergency Medical Services, and ESD#1 as outlined in the Travis County Emergency Management Plan. These actions generally include coordinating health and medical care, first responder activities, EMS services, public health information and education, inspection of food and water supplies, coordinating collection, identification, and interment of deceased victims. 5. The Village Mayor and/or Emergency Management Coordinator will provide direction and control responsibilities that are required as a result of the disaster or emergency as outlined in the Travis County Emergency Management Plan. These responsibilities generally include directing and controlling local operating personnel, maintaining coordination with neighboring jurisdictions, maintaining and assigning staff to the EOC if needed, and coordinating, with the assistance of the Fire Chief, the evacuation of areas at risk. IV. SUPPORT SERVICES RESPONSIBILITIES1. If Shelter and Mass Care services are required as a result of the disaster or emergency, it will be provided through the Shelter Hub Program or the American Red Cross, whichever is appropriate, as outlined in the Travis County Emergency Management Plan. The Salvation Army, and Southern Baptist Convention Disaster Relief organizations may be asked to assist with emergency feeding sites, sources of clothing for victims, securing emergency food supplies, coordinating the operation of shelters, coordinating special care requirement for victims, and coordinating mental health services for victims, emergency workers, and others suffering trauma. 2. If Public Information services are required as a result of the disaster or emergency, it will be provided by the Travis County Public Information Office as outlined in the Travis County Emergency Management Plan. The Travis County PIO will coordinate with whomever may be assigned by the Point Venture’s Mayor to perform similar duties. 3. If Disaster Recovery services are required as a result of the disaster or emergency, it will be provided by the Village of Point Venture’s Treasurer as outlined in the Travis County Emergency Management Plan. These responsibilities generally include damage assessment of public and private property, and assisting the Mayor in requesting state or federal assistance. 4. If Public Works/Transportation services are required as a result of the disaster or emergency, they will be provided by Village, POA, and WCID personnel with possible assistance from Travis County as outlined in the Travis County Emergency Management Plan. These actions generally include protecting damaged government facilities and vital equipment, assessing damage to streets, public facilities, etc., directing temporary repairs of vital facilities and infrastructure, restoring damaged roads, restoring water treatment and disposal systems, arranging for debris removal, providing specialized equipment to support emergency operations and identifying and coordinating local public and private transportation resources. 5. If Water Utility services are required as a result of the disaster or emergency, they will be provided by WCID personnel with possible assistance from Travis County as outlined in the Travis County Emergency Management Plan. These responsibilities generally include prioritizing restoration of service to vital facilities, arranging for the provision of emergency power sources where required, identifying requirements for emergency drinking water and portable toilets to the agency responsible for mass care, assessing damage to, repair, and restoration of public utilities. 6. If Electric Power Utility services are required as a result of the disaster or emergency, they will be provided by Pedernales Electric (PEC) personnel. These responsibilities generally include prioritizing restoration of service to vital facilities, arranging for the provision of emergency power sources where required, assessing damage to, repair, and restoration of electric utilities. 7. If Resource Management services are required as a result of the disaster or emergency, they will be provided by Point Venture’s Emergency Management Coordinator as outlined in the Travis County Emergency Management Plan. These responsibilities generally include maintaining an inventory of emergency resources, locating needed supplies, equipment, and personnel during an emergency, maintaining a list of suppliers for supplies/equipment, establishing and coordinating emergency purchasing procedures, establishing staging areas for resources, informing the Donations Management Coordinator of needed goods, services, and personnel, coordinating transportation, sorting, temporary storage, and distribution of resources, and maintaining a record of emergency related expenditures for purchases and personnel. 8. If Donations Management services are required as a result of the disaster or emergency, they will be provided by the Point Venture’s Assistant Emergency Management Coordinator as outlined in the Travis County Emergency Management Plan. These responsibilities generally include compiling resource requirements identified by EMC, soliciting donations, establishing and implementing procedures to receive, accept, or turn down offers of donated goods and services, and, in conjunction with the EMC, establishing a facility to receive, store, and distribute donated goods. 9. If Legal services are required as a result of the disaster or emergency, they will be provided by the Village of Point Venture’s Attorney as outlined in the Travis County Emergency Management Plan. These responsibilities generally include advising local officials on emergency powers of government and procedures for invoking those measures, reviewing and advising officials of possible legal issues arising from disaster operations, preparing and recommending legislation to implement emergency powers, and advising local officials on record-keeping requirements and other documentation necessary for the exercise of emergency powers.. 10. If Amateur Radio services are required as a result of the disaster or emergency, they will be coordinated through ARES, the Amateur Radio Emergency Service in conjunction with Travis County’s Combined Transportation and Emergency Communications Center (CTECC), location of the Austin/Travis County EOC. Amateur radio operators living in Point Venture may assist with ARES operations. V. EMERGENCY AUTHORITYIn accordance with the Texas Disaster Act of 1975, as amended (Section 418.106 and 418.108) the Mayor may take extraordinary measures in the interest of effective emergency management. These powers include, but are not limited to: 1. Declaration of a local disaster 2. Wage, price, and rent control and other economic stabilization methods 3. Curfews, blockades, and limitations on utility use 4. Rules governing entrance and exit from the affected areas 5. Other security measures, as required 6. All physical resources within the Village of Point Venture, whether publicly or privately owned, may be utilized when deemed necessary by the Mayor. The Village of Point Venture assumes no financial or civil liability for the use of such resources; however, accurate records of such will be maintained in case reimbursement becomes possible. 7. As provided in the Texas Disaster Act of 1975, as amended and the Executive Order of the Governor, the Mayor may exercise the same powers, on an appropriate local scale, granted the Governor. VI. CONTINUITY OF GOVERNMENT1. Line of succession to the Mayor will be Mayor Pro Tem, followed by a Village Councilperson by seniority. 2. Line of succession for the Emergency Management Coordinator (EMC) will be Assistant EMC, followed by a member of the Village’s Emergency Management Committee. VII. PLAN DEVELOPMENT, MAINTENANCE AND IMPLEMENTATION1. The Mayor and/or Emergency Management Coordinator will brief the appropriate public/private officials concerning their role in emergency management and ensure proper distribution of the plan and any future changes. 2. The Mayor and/or Emergency Management Coordinator will be responsible for insuring an annual review of the plan. 3. The EMC will be responsible for revising or updating the plan at least every five years, incorporating, as necessary, deficiencies identified by drills and exercises, changes in local government structure, technological changes, etc. The EMC will incorporate approved changes to the plan and will forward changes to all organizations and individuals identified as being responsible for implementation. Revised pages will be dated and marked to show where changes have been made. The EMC is responsible for submitting copies of the revised plan to Governor’s DEM for review. #1 Disaster Checklist 1. If needed, activate Travis County’s Emergency Management Plan through the inter-jurisdictional agreement of which Point Venture is a participant. 2. If the disaster is beyond Point Venture’s and Travis County’s capability to deal with, and State or Federal assistance is needed to respond to the disaster, contact our Disaster District Committee Chairman (512-997-4101) and/or our Regional Liaison Office (RLO) (512-997-4117). 3. Complete the following steps if State and/or Federal assistance is needed for long-term recovery: a. Contact our RLO (512-997-4117) and explain that Point Venture is interested in long-term recovery. b. Complete a jurisdictional survey and estimated damage form – Disaster Recovery Manual (DRM), page 70. c. Prepare a map showing locations of damage. d. Complete a Disaster Summary Outline (DSO), Disaster Recovery Manual (DRM), page 82. e. If not already issued, prepare a Declaration of Local Disaster, see Attachment #4. f. Prepare a letter to the Governor of Texas requesting disaster assistance, see Attachment #5. 4. FAX DSO, Declaration of Local Disaster, and letter to the Governor seeking disaster assistance to the Governor’s Division of Emergency Management (GDEM) (512-424-2444) within 10 days from the date of the disaster. Copies of these documents should also be provided to the Austin Disaster District Contact (DDC 6B) 512-997-4101. 20___, has suffered widespread or severe damage, injury, or loss of life or
property (or there is an imminent threat of same) resulting from
__________________________________________________________________, and, WHEREAS,
the Mayor of the Village of Point Venture, Texas has determined that
extraordinary measures must be taken to alleviate the suffering of people and to
protect or rehabilitate property; NOW, THEREFORE, BE IT PROCLAIMED BY
THE MAYOR OF THE VILLAGE OF POINT VENTURE, TEXAS;
Section 1.
That a state of disaster is declared for the Village of Point Venture,
Texas,
Section 2.
That the Capital Area Regional Response Plan has been implemented through
the Interjurisdictional Mutual Aid Agreement with Travis County, Texas,
Section 3.
Whereas Section 418.108 of the Texas Disaster Act of 1975, as amended,
Vernon’s Texas Codes Annotated, Government Code Chapter 418, provides that a
state of disaster shall continue for a period of not more than seven days of the
date hereof, unless the same is continued by consent of the Village Council of
the Village of Point Venture, Texas.
Section 4.
That this proclamation shall take effect immediately from and after its
issuance.
